Our Focus
Emerging and disruptive technologies are reshaping global security, including in outer space, faster than traditional governance systems can respond. Their dual-use nature, rapid diffusion, and cross-domain impacts create new risks of misunderstanding, escalation, and destabilising competition.
The Responsibilities and Global Governance Programme addresses these challenges by facilitating dialogue and conducting independent research on emerging and disruptive technologies, including space-enabled and space-based systems. The aim is to help states and expert communities to clarify expectations of responsible behaviour, identify cross-domain risks, and support cooperative governance efforts where technological innovation outpaces political agreement.
Grounded in principles of inclusivity, co-creation, empathy, neutrality, and collective problem-solving, our frameworks, dialogues, and research aim to strengthen global norms, reduce distrust, and mitigate the risks associated with fast-moving technologies.
