The British American Security Information Council held its second strategic dialogue at the Capitol Hill Club in Washington, DC on September 18, 2012. Drs. Ingram indicates that the Conference on a Zone Free of WMD in the Middle East, due to take place late 2012, may bring major players in the region to the same negotiating table and help stablise relations on proliferation issues.
