Brief: Reporting Practices in the NPT: Historical Development and Future Options

Reporting Practices in the NPT: Historical Development and Future Options examines the evolution of reporting within the Non-Proliferation Treaty (NPT) review process and sets out practical options for strengthening reporting beyond the current cycle.

The brief is organised into four sections:

  • The first section traces the development of reporting within the NPT review process from the 1995 Review and Extension Conference through the 10th review cycle.
  • The second section analyses national implementation reports submitted during the 10th review cycle, examining the scale and structure of reporting by non-nuclear-weapon States (NNWS) and assessing divergences in the reports submitted by nuclear-weapon States (NWS) to the 2022 Review Conference (RevCon).
  • The third section examines States Parties’ positions on proposals to strengthen reporting during the current review cycle.
  • The final section outlines potential pathways for strengthening reporting practices for both NWS and NNWS.

The research is part of BASIC’s “NPT Support Project”, which is generously funded by the UK Government’s Counter Proliferation and Arms Control Centre (CPACC). The report does not reflect the views of the UK Government.
