The WikiLeaks cables have revealed that the United States has consistently rebuffed private appeals from the leaders of Arab states and Israel on the need for military action against Iran over its nuclear program, as successive administrations worked on a package of global economic sanctions.

U.S. President Barack Obama and Indian Prime Minister Manmohan Singh have issued a joint statement calling for “a meaningful dialogue among all states possessing nuclear weapons” with a view to reducing the salience of nuclear weapons globally. In the statement, issued at the end of President Obama's visit to India, both leaders firmly stated their belief in a world free from nuclear weapons as well as expressing concerns over illegal smuggling and trafficking of nuclear material.

Prominent European statespeople who form a sub-group of the European Leaders Network have released a letter calling on NATO to make “disarmament a core element of its approach to providing security.” In their letter, they encourage the Alliance to “review its entire nuclear policy and posture with a view to facilitating progress in arms control, in a manner consistent with effective burden sharing and alliance cohesion, effective deterrence and a demonstrable commitment to collective defence.”
