A Zone of Potential Agreement? Transparency and Accountability at the 2026 NPT Review Conference examines nuclear transparency in the context of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The report seeks to clarify what nuclear transparency means in practice, map proposals to strengthen transparency and accountability within the NPT review process, and assess how these ideas might be carried forward at the 2026 Review Conference.
The report is structured into three sections:
- Section 1 explores the concept of nuclear transparency. It examines different forms of information-sharing, considers the value of transparency, and argues for greater attention to the role of dialogue.
- Section 2 examines transparency within the NPT review process. It traces the evolution of the concept and examines the specific proposals advanced during the current review cycle.
- Section 3 looks ahead to the 2026 RevCon. It considers the areas of convergence and divergence among States Parties, and outlines a set of recommendations aimed at identifying a realistic path forward.
