In this Expert Masterclass, Thomas Hajnoczi explains why the theory of nuclear deterrence creates—not mitigates—risks. The floor is then opened to questions and debate from the Emerging Voices Network.

Thomas Hajnoczi is a former Austrian diplomat whose career included serving as Ambassador to Norway and Deputy Permanent Representative to the UN in New York.
