BASIC is pleased to announce the Nuclear Transparency Inventory (NUTRI), a new research project from our Non-Proliferation and Disarmament Programme.
The project, led by Policy Fellow Dr Lyndon Burford, catalogues whether, how, and why nuclear-armed states choose to disclose information about their nuclear arsenals and related policies and facilities. NUTRI will be published on an interactive, public website, and will address all nuclear-armed states (currently, China, France, India, Israel, North Korea, Pakistan, Russia, the United Kingdom, and the United States).
As the title suggests, the Nuclear Transparency Inventory will focus primarily on documenting the perspectives and practices of nuclear-armed states regarding transparency. In that sense, NUTRI differs from, and complements, other publicly available sources that tend to focus on the composition of nuclear arsenals, and are often based on sources such as open-source intelligence (OSINT) or data leaks.
Based on a rigorous, standardised framework, NUTRI will provide a catalogue of the information that nuclear-armed states choose to reveal about their arsenals, using official government sources and deliberate disclosures. The aim is to support civil society organisations, academics, and policy practitioners to engage in meaningful dialogue and analysis around the role of transparency in a variety of policy contexts, including but not limited to nuclear deterrence, arms control, and disarmament. An Advisory Board of international experts has been established to help guide the project – see below for a list of its members.
