Nuclear powers plan weapons spending spree, report finds

The Guardian reported on BASIC’s Trident Commission discussion paper in an article on October 31, 2011, highlighting the modernization programs of the other nuclear powers. The paper was written by Dr. Ian Kearns, BASIC’s Trident Commission consultant.
