Crisis
Prevention Finds its Way onto
EU-US Summit Agenda
In the Declaration of the European
Union and the United States of America released today in Bonn, the
EU and the US committed itself to further strengthening its joint
capacity to prevent or deal with regional crises. No specific
details were given regarding the actual programmes that would be
developed to achieve that goal. The declaration does recognise the
key role that both the UN and the OSCE would have to play and stated
its full recognition of the "primary responsibility of the
United Nations Security Council for the maintenance of international
peace and security". NATO was also mentioned in the declaration
as the "centrepiece" of Transatlantic security without
reference to the alliances role in crises prevention.
